The Schools are Unsafe

The referendum is going to fund some entrances, but the violence is amongst the students that are already in the building, the staff cannot do anything about it, and many teachers no longer report student behaviors due to school board policies have made reporting behaviors futile and administrations will retaliate against teachers who report students.
